After clicking the "Browse by Investigator" 'SET' button, a new window is launched, but does not return any information. The query will eventually timeout. NOTE: The Browse by Principal Investigator function is working!

Occasionally, F&A will not calculate on subcontracts when you initially enter the F&A tab. If you encounter this issue, change the Sponsor Calculation Method to Manual (line by line). Once the screen refreshes, change the Sponsor Calculation Method back to Auto (predefined...). Doing so will force the application to calculate F&A properly. If this does not work, please send an emall to pennerahelp@pobox.upenn.edu.

Currently, Proposal Development does not support the use of subcontracts using detailed budgets. The application can only accomodate subcontracts using the modular budget format. This issue should be rectified shortly.

Currently the PennERA Proposal Development application only supports system-to-system electronic submissions of NIH proposals with modular budgets. We will advise you when the application supports submission of active NIH proposals with full budgets.

The Federal Identifier is a required field on the SF424 face page for Resubmissions. Currently, users are unable to update this field. We are working towards a solution, but in the interim, requests can be sent to pennerahelp@pobox.upenn.edu to update this field.

The face page for PHS 398 form set does not build. You can complete other sections of the proposal but cannot submit for internal review. This issue is actively being worked on and we hope to resolve it shortly.

When creating a subcontract, sometimes the effort of the subcontractor PI is not correctly displayed on the Senior/Key Persons screen (on the SF 424) or Personnel screen (on the PHS 398). When this happens, re-open the subcontract budget, re-save it, and re-complete the budget screens. This should refresh the calculated effort percentages for the subcontract PI.

The PI Certification and Transmittal forms are able to be completed but generate a blank PDF. The other pages of the proposal can be completed and can be routed for internal review. The Office of Research Services will complete the PDF when they receive the proposal until this problem is resolved.

We are experiencing an issue connecting to Grants.gov to retrieve current funding opportunities, therefore only certain NIH proposals are available and your proposal may be assigned the incorrect forms version. This issue is actively being worked on and we hope to resolve it shortly.

Due to the terms of the University's new Facilities & Administrative (F&A) Cost Rate agreement the F&A rates were adjusted retroactively for new federal awards with Project Start dates between July 1, 2004 and June 30, 2005. Projects on which this retroactive rate change was necessary, will display an F&A rate = 0% in GRAM during the month of July 2005 (for which GRAM displays data through the month ending 6/30/05) because the Data Warehouse Balances data was unable to be updated with the new rate value. Following the next fiscal month end (JUL-05), the F&A rate will be updated for these projects. Please note that despite the rate display problem, the F&A amount shown in the "Actual Spent" column of the drilldown has been correctly calculated at the new rate of 57.5%. Unfortunately no F&A costs could be calculated for the "Encumbered" column for these projects. This also will be rectified with the next monthly update.

Special Budgets were frozen in GL during the Pillar load (6/17-6/18/2005) and were not unfrozen. This resulted in the PennERA to GL Special budget journal on 6/20/05 not posting. We expect correction before 6/22/05
